Rap Review Process, Resettlement Advisory Services
Carbones del Cerrejon Project, La Guajira, Colombia
Cerrejón is the largest coal mine in the world and the greatest mineral exporter in Colombia. This operation is a joint venture between Anglo American, BHP Biliton and Glencore. In 2010, Cerrejón was implementing resettlement processes in La Guajira (Roche, Patila, Chancleta, Tamaquito and Las Casitas communities).
SCG advised Cerrejón on how to manage these resettlement processes. Together with Cerrejón and the NGO overseeing this process, SCG developed a participatory social baseline, with the active participation of communities and their Community Boards. Activity planning and decision-making processes were improved, an analysis of the impact of the resettlements was carried out and the plans for compensation were adapted accordingly. Cerrejón aligned its management planning to international resettlement standards and negotiated with the local communities, in a process that facilitated the move.
